Council appoints Adrian to vacant seat, directs staff to draft appointments policy

The Pine City Council voted to appoint Adrian to a vacant council seat and instructed staff to prepare options for a written appointments policy to guide future vacancies. The motion, made by a council member and seconded, passed on a roll-call vote with Palmer, Dave and Sam recorded as voting in favor and the motion declared carried.

Council members debated whether to follow prior informal practice — accepting letters of interest and allowing voters to decide at the next election — or to appoint the single current mayoral candidate to give that person experience before January. One council member pressed for an explicit policy, saying it would remove ambiguity: "I think that's something I really recommend that whether this council does it or whether the future council does it, but I think we need to really sit down when we organize and write up a policy" (Council member). The council added to the motion a request that staff bring back three to four model policies and options for the process, with a target completion date of Q1 2027.

Council also discussed logistics for swearing in the appointee; members agreed to explore swearing-in at the special work session on August 19 or in a brief special meeting so the appointee could participate in upcoming council business. The council's procedural direction is limited to creating policy language and scheduling the swearing-in; the action recorded in the meeting minutes is the appointment vote and the directive to draft a policy.
