Council extends cannabis permitting preference period on emergency basis; ordinance later ordained

The Cambridge City Council voted on Sept. 16 to extend the permitting preference period for social-equity cannabis applicants by six months and to ordain amendments to the Cambridge Municipal Code chapter 5.50. The city solicitor explained that the council could refer the amendment to the ordinance committee and follow regular procedures, or declare an emergency and adopt changes the same night. The council voted 6–2 to declare the matter an emergency and subsequently passed the ordinance amendment on the same evening by the same 6–2 tally.

Councilor Nolan explained she would not vote for the emergency ordination because she believes it is not the sort of unanticipated public-safety emergency that justifies bypassing standard notice and committee procedures. "It is disturbing to me that this is the 2nd time we're being asked for an emergency declaration," Nolan said during debate, and she urged following the regular legislative process. The clerk recorded six members voting yes and two voting no; the chair announced the motion carried.

The extension applies to permitting preference rules found in Cambridge Municipal Code § 5.50.040 and aims to preserve continuity of the preference period for eligible applicants while staff finalize longer-term updates to the permitting program. The council placed the related communication on file after ordaining the amendment.
