City attorney: legal services available to council or city administrator; individual council members lack standalone authority

City attorney Chris read the relevant contract language and told the council that the legal firm provides services "upon request of the city council or the city administrator or the city council's or city administrator's designated representative." He said that both the council as a whole and the city administrator can request legal services, but an individual council member does not automatically have that authority.
"An individual city council member does not have authority to request legal services," Chris said, noting that the city may designate exceptions or procedures by council action. He recommended best practice of sharing legal clarification with the full council and advised staff and council to strike a balance between providing necessary updates and avoiding unnecessary legal fees or disclosure of personnel data.
