Staff to update Smithville policy manual, align handbook and rules of order

A staff member told the board management (Patrick and Jackson) is reviewing the policy manual and employee handbook to correct inconsistencies and eliminate duplicate provisions. "We're currently reviewing the policy manual, the handbook, and just some of our general practices," the staff member said, adding that staff intends to bring recommended changes to the board as part of a winter work plan.
Staff and the city attorney agreed that small, targeted revisions (for example, clarifying when purchasing rules should be a resolution rather than code, and when two readings are required) are preferable to a wholesale overhaul. The board indicated general support for streamlining; staff will draft proposed language and return it to the board for formal consideration.
