"Items 2 through 6 constitute a consent agenda," the chair said. After briefly discussing one HR item, the board removed the deauthorization of a deputy (consent item 5c) from the consent agenda before approving the remaining items.
All votes on the consent agenda and the removal motion were recorded as 5–0. The board handled the consent items as a single motion to expedite routine administrative business.
