Tanya warned that Senate Bill 82 had been substantially reworked and now ties Astra distributions to a county’s decision to exceed the revenue-neutral rate: if a county exceeds the rate by 2% it would receive 75% of Astra funds, by 4% it would receive 50%, and exceeding the Astra threshold could make the county ineligible for Astra funds unless an 80% majority vote is recorded to exceed the threshold. Commissioners asked for clarification about the BOTA filing-fee waiver; Tom Henry explained it would prevent a duplicate filing fee in 2025 where a case from a prior year remained pending at BOTA.
Tanya and staff asked commissioners whether they wanted staff to seek input from regional partners and legislative advocates; commissioners indicated they would consult with their contacts and counsel as the session progresses.
