Kenny Schmitz, building services, described the contract as "the architectural engineering services contract" and said the project is expected to exceed the county's $175,000 bidding threshold, requiring formal bidding and design specifications. Terry Glade of CMBA Architects told the board he anticipates plans and specifications could be ready to send to bid in February and said lead times on specialized elevator equipment may extend the project completion toward the end of the following year.
Board members asked whether the work could be timed to avoid interfering with next year's elections. Schmitz and Glade said contractor schedules and equipment manufacturing, not the county, will largely drive timing; Glade estimated roughly six months to source the equipment after a contractor is selected. A supervisor moved approval; the motion was seconded and carried by voice vote, recorded as 5–0 in favor.
The board or staff said they will include election scheduling considerations when preparing bid documents and work with bidders to minimize operational disruption during precinct elections.
