County administration presented two options for increasing the county's contribution to the self-insured health fund and the board approved a phased approach to rebuild fund reserves.
Ryan Erickson presented actuarial figures from Gallagher and Wellmark and proposed two paths: adopting actuarially determined rates that would raise employer contributions roughly 48% (a more aggressive replenishment) or applying a smaller bump of about 26.5% tied to the FY 2027 budget. Erickson recommended a phased plan with an initial increase (effective Jan. 1) to generate positive cash flow into the fund and a second adjustment at the start of the fiscal year if necessary. "What I am suggesting that we do is we set the budgeted rate for fiscal 27 at an increase of 26 and 0.5 percent," Erickson said as part of his overview of the options.
The board debated the timeline and the balance between county and employee shares; supervisors noted the county's share of the increase will be larger under the proposed actions and said they planned to reevaluate after several months of contributions. The motions to set the January contribution and to adopt the FY 2027 budgeted employer rates passed on unanimous votes.
