Planning Commission to refine short-term rental registry after Selectboard referral

The Montgomery Planning Commission on April 14 heard updates on a proposed short-term rental registry ordinance and set follow-up tasks to refine the draft. Alissa Hardy reported that at a subsequent Selectboard meeting "Daniel" invited the Commission to meet with him and two companies offering free consultations about possible vendor services. Diane Sherman said that Charlie had obtained a VLCT model ordinance and guidance from the town attorney about enforcement and that she would circulate those materials to the Commission.
Emily KloƯt of the Northwest Regional Planning Commission noted a VLCT seminar on short-term rentals had been recorded and was available to member municipalities. Diane Sherman also told the Commission that the Vermont Department of Health regulates lodging facilities and that "there are five licensed lodging facilities in town." Diane and Alissa Hardy will work on drafting ordinance edits to bring back to the full Commission; a special meeting to discuss edits was tentatively considered for the evening of Monday, April 27 if tasks are completed in time. Members of the public urged the Commission to explain whether private companies would be used for enforcement and voiced concerns about protecting the rights of landlords who rent long-term.
