Commission approves Valley Center island annexation for site just under 9 acres

The Sedgwick County Board of County Commissioners unanimously approved a finding that a Valley Center island annexation request will not hinder the proper growth and development of the area or neighboring cities.
Assistant County Counselor Samantha Siang presented the petition, citing KSA 15-5-20(c) and Valley Center Resolution 1779-25, and said the subject property is "a little bit under 9 acres" and currently designated agricultural. She told the commission the owner petitioned for annexation on Feb. 5 and that the city has no immediate plans to connect the site to its water lines; the owner has been told and indicated she is comfortable with that timeline. "It's a little bit under 9 acres," Siang said, describing the parcel and the staff evaluation.
Commissioners asked about the scope of the county's review for an island annexation and whether zoning would be considered at this stage; Siang replied that the two legal questions are whether the annexation would hinder the proper growth and development of the area or other cities in the county and that zoning questions would be addressed later by Valley Center planning authorities. She also summarized expected municipal services after annexation, noting trash and stormwater would be under the city's franchise agreement and police responsibility would transfer to the Valley Center Police Department.
Chairman Ryan Beatty moved to approve the finding; the motion was seconded and the clerk called the roll. The five commissioners voted aye, and the motion carried. The county recorded that the property owner told staff she intends to develop the site with five single-family homes and possibly an event center, and that road maintenance and fire service arrangements will remain consistent with current mutual-response agreements.
The commission's action was procedural: it found the statutory criteria were met and authorized the county's formal response to the city's annexation resolution. Subsequent land-use approvals, zoning changes and utility hookups will be decided through Valley Center's planning and permitting processes.
