Planning board asks council to consider policy on shipping-container structures after denying permanent placement

The Planning and Zoning boards asked the council to review and develop rules for shipping-container use after a temporary permit was expected and a permanent placement denied; an applicant offered to paint the unit to improve appearance.
Scott Jeffers, the Planning Board liaison to the council, reported that site plans for Superior Modular Homes and Lexington Center received approvals pending minor variances. He said the council should consider a planning response to growing use of shipping containers after one application was denied for permanent placement but is expected to receive a temporary permit during active construction. "The City does not currently have regulations governing the use of shipping containers as structures within city limits," Jeffers told the council.
The applicant offered to paint the container to improve appearance; the Planning and Zoning boards requested that the City Council review and develop policy or regulations on their use. Jeffers indicated that approval is anticipated at the Zoning Board of Appeals meeting on Nov. 20 for pending variances, after which the project may begin.
Council did not adopt an immediate ordinance at the meeting; the report asks staff and council members to consider whether temporary permits, design standards or prohibitions are appropriate policy options.
