County staff said the approved package combines $2,000,000 from KDHE with matching local and foundation contributions to create a roughly $3,000,000 testing fund intended to identify exposures in affected ZIP codes and plume areas.
Commissioner Howell led a lengthy critique of how the budget proviso and the MOA evolved, arguing the county had little prior input, expressing concern about the county's exposure to recoupment by KDHE, and criticizing the program architecture as rushed. "This is a mess," he said, adding that the approach felt like "a Band Aid to a bigger problem, and this is not the answer." County counsel and the CFO pointed to contract provisions requiring quarterly reporting, subcontractor disclosure within 10 days of engagement, and a county right to seek reimbursement from KHF if KDHE recoups funds. CFO Lindsay said the county can request receipts and detailed expense documentation and that quarterly reports will show how funds are spent.
Board members voted to approve the agreement after staff described oversight mechanisms, clawback/indemnity language and reporting templates. Commissioners emphasized they would continue oversight and expected staff to provide timely reports if subcontractors are retained.
