Council blocks Lakeside developer’s proposed transfer of irrigation wells for 10 EDUs pending well study

At the Aug. 6 meeting, Attorney Ryan Showalter reported that the Lakeside developer had installed two non-potable wells to irrigate entrance landscaping and a pool-house lawn and asked to exchange those meters for 10 equivalent EDUs to obtain building permits. Council members expressed frustration at being uninformed and raised concerns about revenue loss and allocation rules.
Commissioner Brian Schmidt emphasized that each property is allocated 1 EDU and said the allocation capacity to trade for 10 EDUs was not available; he suggested the Council could consider trading for up to 2 EDUs. President Newnam moved to prohibit any trading of allocations until Well 4R is complete and a production study is performed; the motion passed 4-1 (Schmidt voted No).
The Council’s decision preserves the existing EDU allocation policy pending verification of well production and ensures the Town reviews potential revenue and water-supply impacts before permitting any trade that would enable additional building permits.
