Trappe approves reimbursement resolution for ENR upgrade and authorizes interim financing talks

The Council unanimously adopted Resolution 3-2025 at the Aug. 6 meeting, a procedural step allowing the Town to reimburse itself for expenditures related to the Enhanced Nutrient Removal (ENR) upgrade. Town Attorney Lyndsey Ryan explained the resolution's purpose and next steps.
Attorney Ryan also requested the Council authorize Administrator Erin Braband to work with Shore United Bank to obtain interim financing terms to bridge funding for the ENR project; the Council unanimously approved that authorization. The action will allow staff to return with financing proposals for Council review before any loan is executed.
The Council did not vote on specific financing terms; staff will gather and present interim financing options for future Council consideration.
