Council awards $4.53 million construction contract for downtown transportation Phase 2

Council introduced Ordinance 87-2026 to accept the bid and appropriate funds; it was adopted as an emergency measure.
"Our engineers estimate was $4,600,000 and the low bid was by the same group who did our phase 1 construction project, Helms and Sons, and they were about 4,500,000," Mr. Shaw said. Council members discussed past change orders on Phase 1 and staff responded that final change orders should come in under original contract amounts. The award moves the downtown improvements to the next construction phase.
