Council authorized a facilities master planning study to evaluate the condition and options for multiple city-owned buildings. Mr. Shaw said the city received two proposals and recommended the Collaborative of Toledo with a base fee of $211,000 and two optional tasks — $3,500 for structural scanning and $15,000 for enhanced renderings — for a total request of $229,500 from the 2026 budget.
"We've finished those negotiations, with the collaborative. They've given us a base fee of 211,000, which also includes two if authorized tasks," Mr. Shaw said, describing the structural scanning and rendering options. Council introduced Ordinance 84-2026 and approved it as an emergency measure.
