Commission debates mayor's nomination power, administrator appointment and agenda control

Under the draft language, the mayor would nominate a city administrator and the city council would approve or reject that nomination. Chair restated this structure for clarity: "the mayor in in this draft that we've created, the mayor nominates city council either approves or rejects that nomination for the administrator." Commissioners sought clearer wording on which department heads the mayor would nominate (major positions such as police and fire chiefs were discussed) versus which roles the administrator would appoint without council approval.

Members also debated agenda control. The draft gives the mayor authority to set meeting agendas but allows any two council members to add items. Commissioners pressed to include explanatory language so the public understands how the administrator and mayor will interact regarding agenda items and suggested a timeline for when requested items must appear on the agenda.
