Commissioners asked what would happen in a year with a large claims spike and heard the trustees' recent experience: earlier years' decisions to buy down rates with reserves led to larger later increases, an outcome trustees now try to avoid. The board scheduled a special meeting to compare written plan quotes and to make a renewal decision ahead of the July 1 cycle.
