Public health presents 2027 budget plan: roughly 7% levy impact, grants to absorb costs

A budget presenter reviewed the department's 2027 budget submission and strategic-plan progress, saying the directors instructed departments to absorb expenditure increases from 2026 to 2027 and that the public-health submission met that directive. The presenter said the aggregated calculation produced an estimated 7% increase for levy funding and that the department plans to absorb portions of the increased salary and fringe costs through a mix of internal funds and grants: "of that 7% increase, FSRL was able to absorb 40% of the expenditures, grants were able to absorb 36%, and the loan closet was able to absorb the remaining 24%."
The presenter described recent grant awards that include an asthma-in-action grant spanning 2026–2027 and opioid-related funding for a community vending machine; both grants include salary and fringe costs for implementation. The Wisconsin Department of Natural Resources authorized the county health department to begin a well-water program in January 2027; staff said that well-water samples will be collected by environmental-health staff and submitted to accredited labs. The presenter also described a proposed TB-test fee increase from $30 to $35 to cover administration and the cost of the test.
