Master said Ms. Medina — a contractor who assists survivors with orders of protection and direct services — has donated 335 hours to the county and that Master herself has experienced late payments; a March payment had not been received by the April 22 meeting though the issued check was dated April 15, indicating a processing delay.
Master explained that after funds were moved between contracts to cover Medina's hours, Medina was told that "once payroll is closed, it's closed," even though contractors are not payroll employees. She also raised a four-month delay in obtaining ink cartridges via purchase order and a stolen license plate on the domestic violence vehicle that remains unreplaced, rendering the vehicle unusable for transports. Master said she signed a contract amendment on April 22 and believed the Chair had as well, but had not yet received a fully executed copy. Commissioners asked clarifying questions but took no immediate action at the meeting.
