At the Dec. 16 meeting Town Manager Matt Spuck urged the council to encumber the town's remaining SLFRF (ARPA) balance, citing Treasury guidance and a remaining balance shown in the packet of about $208,658. Spuck outlined six projects proposed for encumbrance: second‑floor air conditioning for Town Hall, a Farmers Market signage grant commitment, a Sunset Park patio (stamped concrete alternative), a downtown entry sign with benches and receptacles, Town Square lighting/irrigation/grass restoration, and a reoriented basketball court in the Northeast Neighborhood Park.
Spuck quoted the Treasury Final Rule to emphasize constraints on use of the funds: "No ARPA funds may be used to make deposits into any rainy-day fund or financial reserves." He also asked the council, "Please authorize me to send Purchase Orders to the vendors who can make these projects a reality." Councilmember Paul Weitzel moved to approve the projects as presented and the motion carried 6-0. Staff noted some projects will require additional town funding to complete elements beyond the ARPA encumbrances.
