Onancock council approves amended lease with Onancock Main Street after tie-breaking mayoral vote

On Dec. 16, 2024, the Onancock Town Council voted to approve a lease between the Town and Onancock Main Street (OMS) for office space at the Welcome Center, 38 Market Street, after an amendment to omit section 17E and revise item #10 passed on a tie-breaking vote by Mayor Fletcher Fosque.
Town Manager Matt Spuck told the council the lease had been reviewed "from a legality standpoint" by attorney Eric Gregory of Hefty, Wiley & Gore. Several councilmembers voiced concerns: Councilmember Maphis Oswald said a three‑year term was not warranted and questioned the $1/year rental rate and inclusion of utilities; Councilmembers Joy Marino and Paul Weitzel said they would favor a shorter initial term or a nominal monthly payment. Councilmember Lisa Fiege said OMS had no immediate plan to sublet the conference room, and Councilmember Cindy Holdren argued the town should recognize OMS's past contributions to downtown investment.
The motion to approve the lease as amended was moved by Councilmember Cindy Holdren and carried after roll-call votes produced a tie that Mayor Fosque broke by voting aye. The council did not adopt additional changes to the rent amount or term at the Dec. 16 meeting. OMS will proceed with occupancy under the amended lease terms.
