The Sandgate Selectboard continued work on a draft short-term-rental (STR) ordinance at its July 20 meeting, with members saying the policy is intended to slow rapid, purpose-built rental development and to preserve the town’s character. Jessica Pendleton reported that she had contacted a Sunderland Selectboard member who referred the board to a consultant the town used and that the Selectboard hopes to invite that consultant to a future meeting to explain their goals and outcomes.
John Phelps said he was concerned the Selectboard might be overreaching and that any ordinance could affect residents who have long rented their homes. Rob Viglas and other supporters said the draft is primarily aimed at new development that treats properties as commercial, for example multiple new cabins built to operate like a motel. Sheila Kearns explained that existing zoning requires multiple checkpoints for new construction but does not explicitly limit the number of units that may exist on a property; she noted that travel trailers are treated under zoning as registered units and are typically limited "to be lived in for no more than 30 days in any calendar year." The board reiterated that any ordinance would include public comment opportunities and legal review by the town attorney before adoption.
Board members emphasized that the ordinance should include protections for existing residents who rent properties so they are not unfairly restricted; Margaret Phelps and Linda Schmidt specifically urged careful drafting to avoid disenfranchising homeowners who rely on rental income. The Selectboard agreed to continue the STR discussion at a future meeting after outreach to the Sunderland consultant and local hosts.
