Commission approves ambulance supplemental payment program participation to boost EMS revenue

The Board approved an Emergency Services Agreement May 13 with Public Consulting Group (PCG) to participate in New Mexico's Ambulance Supplemental Payment Program (ASPP). Fire Chief Gary Smith explained the program pools local, state and federal shares to draw down additional Medicaid funds and that PCG is the program administrator used by many New Mexico EMS agencies.
Chief Smith acknowledged the program's complexity but said it is the established administrative path and that the majority of county ambulance transports are Medicaid. Commissioner McCall asked where the local quarterly earnest-money estimate (about $24,000) would come from; County Manager Jordan Barela said it could be covered by the Fire Department budget or by Commission budgeting decisions in the upcoming fiscal cycle. The board voted unanimously to approve participation.
Fire staff will return with implementation details, including cash-flow timing and how program receipts will be reported within the county budget.
