Commission approves final site and floor plans for new Torrance County administrative building

County Manager Jordan Barela presented the final site and floor plans for the new Torrance County Administrative Building and introduced Mark Basic of Wilson & Company to explain technical adjustments. The design includes a reduced building footprint, zoned HVAC with fan‑coil units, expanded storage and dedicated election equipment access, and chamber design retained for after‑hours public use.
Mark Basic said a third west-side exit was technically possible but omitted to avoid added paving costs and because existing loop circulation was sufficient. Commissioners praised improved departmental flow and security features, and voted unanimously to approve the plans to proceed to MEP, structural detailing and the bid phase. Barela cautioned that any changes after approval would have significant MEP design and cost implications.
