Treasurer proposes cash-rounding policy to address penny shortages; Commission defers final decision

County Treasurer Kathyrn Hernandez explained the proposed cash rounding policy intended to handle penny shortages for cash tax payments. She said Tyler Eagle is being configured to apply rounding on cash receipts and described the working example: a $10.13 tax bill paid in cash would be accepted as $10.15; card and check payments would not be rounded. Hernandez told commissioners backend handling for over/under accounting is still under development with Tyler Eagle and that other New Mexico counties have adopted similar approaches.
Chairman Ryan Schwebach expressed concern about how small rounding differences would be tracked and whether rounding should occur at the invoice level rather than only at payment; Assessor staff noted invoice-level rounding would require complex recalculations. The Commission deferred action and asked staff, IT and legal to provide technical and statutory guidance before bringing the policy back for adoption.
