Trustees declare two nuisances, approve then-and-now payment and lab fee increase

Trustees voted to authorize payment for a then-and-now purchase order to Emery Excavation and Construction LLC for shower work at Fire Station 102 after the fiscal officer explained a vendor setup delay and paperwork issue necessitated retroactive approval.
"We did have a then and now, purchase order that has to be approved by board resolution because it exceeds the $3,000 limit," Fiscal Officer Julie Joyce Smith said during her financial report, and the board adopted resolution number 2026-046 to authorize the payment.
Separately, administrators presented evidence of nuisance conditions at 2219 Cardinal Avenue (debris) and 2012 Lehigh Road (excessive vegetation exceeding 8 inches). The board adopted resolution 2026-048 declaring those properties nuisances and ordering abatement after discussion about whether motor-vehicle criteria were met.
The board also approved a motion to increase laboratory fees for Hamilton County Coroner and Scribe laboratory services effective 01/01/2027; during the roll call one trustee recorded an abstain vote while others approved the measure. Trustees then approved a motion to pay the bills as presented to the fiscal officer.
