Some board members expressed concern about advancing unfunded projects without firm operator commitments; others argued the public survey results justify prioritizing transit projects. The board ultimately instructed staff to initiate the TIP amendment process and bring detailed, noticed proposals back in November including public outreach and possible programmatic refinements to the TIP.
