Council explores Urban Renewal route to avoid public auction for Jackson House

S7 (City attorney) explained the standard city process requires declaring surplus property, a public hearing and public notice, and generally an auction; however, transfers to another taxing or public entity (for example, Eagle Urban Renewal) may be handled differently and the URA could follow its own process, including an RFP, before transferring to a final private buyer.
Council members noted past practice (the council cited a corner gas-station transfer) and asked staff to coordinate with URA on whether URA-mediated transfer plus restrictions would better protect public interests and allow a more directed RFP.
