The board discussed procurement approach — a not-to-exceed/lump-sum structure was proposed and debated — and authorized staff to publish the bid package and proceed with the procurement steps described in the draft documents.
"Based on the price, estimated 500,000, we have to go through the formal bid process on this project," the agency attorney said when reviewing the procurement documents. The board directed staff to finalize dates to accommodate city schedules and to proceed with advertising the project for bids.
