“I would recommend that the board consider just paying the $80,000 a year as an advance payment,” the finance director said, noting administrative burden and the need to appropriately restrict the funds. Commissioners agreed to table the IGA so staff can clean up language, incorporate quarterly reporting, clarify accounting treatment and confirm the mechanism for distributing funds before the board considers approval.
