Commissioners adopt SIP negotiation IGA with port after debate over confidentiality language

Staff said the agreement does not set financial splits and that any fiscal terms would be negotiated on a project basis; the IGA creates a process so that the county and port can cooperate while preserving the public hearing and approval steps required by statute.
