Port of Morrow urges edits to access‑approval language and cautions on construction‑TIA effects for small projects

He asked that subsection E.4 — which would require county review and notice to ODOT for access approvals — be reconsidered so the port retains authority to approve access on port‑owned roadways unrelated to county or state infrastructure. Cain also sought clarification about the treatment of small utility or short‑duration construction projects to avoid requiring a construction traffic study when those projects would not generate meaningful construction traffic.
Staff and the consultant responded that the county intended to provide notice and opportunity to comment to ODOT but that the standard did not remove coordination with other agencies such as the Port of Morrow. They also said that the construction traffic study is narrower than a full TIA and focused on construction haul routes, schedule and phases, and that minor projects could be handled through a streamlined review process.
