Residents urge repairs and long-term reserve planning as council discusses capital projects

Beth Johnson (S9) introduced herself and described localized problems: heavy street parking near Morton Splash Park, damaged pavement and potholes on West 227th that make biking and driving difficult, and groundhogs damaging fences. "My name is Beth Johnson. I live at 4588 West 2 27th... I rode my bike down here tonight. I rode on the sidewalk, and a lot of the cars, they don't put turn signals on... and my bike's falling apart because of the roads" (Beth Johnson, public comment).
Brian Gibbons (S13) urged council to provide more detail in presentations and recommended that the city adopt a reserve plan for long-term capital expenses, saying his "unofficial survey" found the engineers presentation "was kind of phoned in by, the engineers" and that a multi-decade reserve plan would help prepare for large deferred maintenance. Mayor Schneider and staff responded with steps to report potholes and noted budgetary constraints that require phasing larger projects over time; the mayor said RFPs were needed to obtain true budget figures before final design decisions.
