Councilwoman Greenfield read committee highlights that the contract includes wage increases and changes to job classifications to aid hiring, added premiums for certification and licensure across 20 job titles, changes to HSA caps and vision/dental benefits, a nine-month probationary period for some roles, and other language clarifications intended to standardize pay and benefits across the city. She described the agreement as "a fair and balanced agreement between the city and the employees" (Councilwoman Greenfield, finance report). The ordinance was placed on second reading with emergency passage language and recorded as passed 7-0 when advanced later in the meeting.
Council members thanked staff and the negotiators; Greenfield and administration staff said the changes are intended to improve recruitment and retention for service and recreation roles. The city will implement contract provisions consistent with the agreement and any payroll or benefit adjustments will follow standard administrative procedures.
