Councilors press for more data before finalizing electric-bike rules

The clerk read titles for two related ordinances (26-41 and 26-42) and council placed both in committee rather than advancing them for immediate final passage.
Councilors emphasized that, if enforcement is to increase, the council needs clearer evidence of safety incidents and a staff presentation on how rules would be applied and communicated to families. The council did not vote on final ordinance language at the meeting; members proposed additional committee review and a later special meeting if needed.
