DCA explains administration of 15,000 Housing Choice Vouchers, 659 VASH vouchers and wait-list process

Shawn Williams, division director for the housing assistance division at DCA, told the committee that DCA administers about 15,000 Housing Choice Vouchers in 149 counties and that the vouchers are 100% federally funded through HUD. He said DCA also administers roughly 659 VASH (Veterans Affairs Supportive Housing) vouchers in several metro areas and partners with the VA on referrals and supportive services.
Williams described the 2016 wait-list opening that produced over 80,000 applications; DCA culled that list to about 21,000 and is currently pulling roughly 10,000 applicants for income and criminal-background eligibility checks before issuing vouchers. He said the average monthly per-unit subsidy paid by DCA is about $609, average voucher tenure is roughly 10 years, and HUD determines the total subsidy cap (DCA said 15,000–16,000 is the maximum HUD supports for the state contract). Williams also explained portability rules that allow families to move across jurisdictions.
