Zoning administrator continues 899 Lighthouse use-permit over unpermitted storage, parking conflicts

Levi Hill, the zoning administrator, continued consideration of a use-permit application for 899 Lighthouse Avenue (UP260064) after raising concerns about unpermitted outdoor storage and parking conflicts that affect public safety and enforceability.
Senior Associate Planner Matthew Bugart told the hearing the proposal would allow Farm Fresh Fruits to operate outdoor retail sales under an awning with an estimated 432-square-foot sales area, hours of 8 a.m. to 7 p.m., and up to three employees. Bugart said staff recommended approval with conditions that include removal of two parking spaces that conflict with the proposed outdoor display layout and additional sign and architectural review permits.
Applicant Randy Marino said he wanted to retain two parking spaces to accommodate handicapped parking and described plans to resurface the front area to allow accessible spaces. Hill responded that visible equipment on site — including forklifts and a truck — currently counted toward parking demand and that storage of such equipment is unpermitted for the proposed retail use. Hill said he was inclined to deny the application given the risk of ongoing noncompliance but offered the applicant a continuance to remedy unpermitted activities and supply clearer plans.
Marino said he could remove the forklifts and coordinate with staff. Hill continued the item to the Sept. 3, 2026 Zoning Administrator meeting to allow the applicant time to remediate unpermitted storage, clarify the parking/handicap configuration with Building Division staff, and supply any additional information staff needs.
The continuance means no final determination was made at this meeting; the item will return to a future Zoning Administrator agenda for action.
