Alverson explained code allows negotiated contributions based on fair-market value "in the developed subdivided condition," and that prior buyouts historically clustered in the $40,000–$50,000 range. He also noted the developer's proposal and the staff's read of comparable lot values.
Council discussed whether the buyout reflected fair market value measured as undeveloped acreage or as potential lot value; some members asked staff to seek an appraisal. Councilmember Speaker 4 moved to approve the buyout, amended to split payment into two $27,500 installments tied to the commencement of each phase; the motion passed after a second. Dissenting councilmembers said they preferred higher compensation tied to acreage values, while supporters said the funds would be used for parks maintenance and immediate needs.
