Council asks for bids on replacing sewer laterals to reduce future failures

Following discovery of deteriorated private sewer laterals, the council asked staff to request two bids from RSCI: (1) extend laterals to the back of curb and (2) provide a linear-foot cost to replace laterals to the house so the council can weigh costs, liability and homeowner notice.
City consultants reported that, during the wastewater treatment-plant project, many private sewer laterals were found to be in very poor condition (some historic Orangeburg or cast-iron pipe). Kolter (Colter) Hollings of Keller said the contractor’s scope currently covers main-line replacement and reconnection at the main; extending service laterals would change the contractor scope. "There's probably around 50 or 60 residents, impacted by, what's currently in the plans," Hollings said when asked how many homes might be affected.
Council members discussed three standard approaches—leave homeowner responsibility to the main line, stub to back of curb, or run pipe to the house—and debated liability and lead time for homeowners who might want to piggyback on the city contract at their expense. Council passed a motion requesting RSCI provide two bids: one to extend laterals to the back of curb and a second showing linear-foot costs to replace laterals to private property; staff will report back so the council can decide whether to use contingency funds.
