The council heard a presentation on a special permit request from HK Riverfront Enterprises to create an indoor/outdoor go‑kart facility at 7 John Walsh Boulevard. Planning staff said the planning commission issued a negative declaration and approved a conditional site plan, requiring mitigations such as oil/water separators for catch basins, carbon monoxide monitoring and limitations on outdoor amplified announcements.
Applicant representative Joseph Thompson told council the primary spectator and viewing experience will be indoors (including a mezzanine designed for viewing) and that most daily use will be electric carts; gas‑powered events would be professional shows and ‘‘less than once per month,’’ Thompson said. Planning staff noted a sound test showing a single gas kart measured about 75 dBA at source and 40–47 dBA at the public walkway (50–60 feet away) and concluded ambient industrial noise measured higher, leading the commission to conclude the proposed use would not create a new noise nuisance under the mitigation conditions. The council asked staff to return a resolution for the special permit on the 23rd.
