To mitigate these risks the commission identified a set of conditions to be required at site‑plan stage: a fire/vapor barrier between the shop and any adjacent dwelling, mechanical ventilation and carbon monoxide monitoring for nearby units, an auditory/visual warning system when garage doors open and an operational requirement favoring forward egress (or a flagger) if backward egress is necessary. The commission concluded that with those mitigations the project could be issued a SEQR negative declaration and proceed to site‑plan review.
