Boards approve minutes and pay secretarial services; Garcia records two abstentions

The boards approved payment for secretarial services for March after a motion by Member Pete Mangum and a second from Member Caleb Sumrall; the motion carried. No roll-call tallies were recorded in the minutes beyond the recorded abstentions for Garcia.
