Commissioner Sharon Suzuki and Vice Chair Gregory Jenkins emphasized the need for a defined screening rubric tied to the Director position's minimum qualifications, a multi-stage evaluation process, reference checks, and transparent protocols for selecting a final 'rule of three' candidate list. Commissioner Sarah Pajimola moved to establish the TIG with Jenkins and Suzuki using the scope discussed; Commissioner Jeeyun Lee seconded and the motion passed with four recorded votes in favor.
The TIG scope as adopted by motion includes: application process and required documents; minimum qualifications; timelines for posting and review; an initial scoring rubric, a 'rule of three' final review rubric, reference criteria; interview stages; stakeholder engagement; transparency protocols; referral to the full commission comparing the final three to the qualified applicant pool; and drafting of a press release in partnership with the Mayor's Office Communications Team.
Deputy Corporation Counsel Yukari Murakami advised that courts have favored openness in recent cases and recommended that "as much of the process be done publicly as possible;" she said she will research and clarify the interview process limits and report back. The TIG will refine scoring criteria and timetables for approval by the full commission.
