HCDA outlines Kalaeloa master plan updates and rule amendments; asks for community feedback

Ryan Tam, director of planning for the Hawaii Community Development Authority, presented the Kalaeloa Community Development District master-plan update and related administrative-rule changes. He said the master plan has more cultural history and recommends streamlining permitting, adopting flexible green-building standards, removing off-street parking minimums (to match recent city ordinance changes), and adding overlay zones to promote mixed-use and potential future transit corridors.
Tam noted the plan floats an alternative for future rail to follow Roosevelt rather than Saratoga as part of long-term coordination with the city and Department of Transportation Services. HCDA invited community input and said a presentation hearing is scheduled for Aug. 7 and a decision hearing for Sept. 4; staff provided a contact email for comments. Board members pressed HCDA on potential impacts such as a proposed racetrack site and undergrounding utilities; HCDA staff said they will follow up and requested cultural-practice input for the rulemaking.
