La’akea Village proposal wins commission support for accessible units, commissioners request more details

On June 10, 2026, the Maui County Commission on Persons with Disabilities heard a presentation from Ashlee Klemperer, executive director of La’akea Village, about a proposed housing development that prioritizes adults with intellectual and developmental disabilities and emphasizes accessibility.

"Ashlee Klemperer, Executive Director of La’akea Village, explained that all units will meet accessibility standards, with fully ADA-compliant units available and the ability to modify units to meet residents' changing needs," the minutes state. Chair Francine Aarona asked for clarification on how lease provisions and outreach would ensure the project serves the intended population while remaining compliant with fair housing laws.

Commissioners praised the project's focus on accessibility and urged attention to sitewide features, not just unit interiors. Commissioner Frank Barbosa stressed the need for accessible outdoor areas and navigation features for individuals who are blind or have low vision; Klemperer welcomed continued collaboration with the Commission to enhance those features.

Klemperer told commissioners that the project plans to prioritize adults with intellectual and developmental disabilities and to work with community organizations and advocacy groups on outreach. She also agreed to provide additional materials to the Commission for future application submissions. The Commission did not take a formal vote on the project at the meeting.
