City proposes bus-route restructuring for Kapolei, Makakilo and Ewa; community urges shelter and youth access

The City Department of Transportation Services presented proposed changes to Routes 41, 44, 415 and 461 and proposed a new Route 47; community members raised concerns about service gaps, transfers to Skyline, timing and access for shelters and schools.
Jay Iguza of the City and County of Honolulu Department of Transportation Services presented proposed reroutes and a new service line (Route 47) that would shift how buses access Kapolei Mall (Kamakana‘ali‘i), Kapolei Parkway and parts of Ewa. He said Route 415 would become a one-way clockwise loop to serve the Dream House School and that other routes would be rerouted behind Kamakana‘ali‘i to improve connections.
Board members and residents pressed DTS about potential coverage gaps and asked which existing services would remain available. Jay Iguza repeatedly pointed to the map’s dotted lines as existing service that would not change and invited residents to email comments and data to busstop@honolulu.gov or call (808) 768-8368. A shelter representative requested routing to serve local transitional shelters; DTS said it is evaluating stops and target rollout timing of December or March.
"So, again, these these dotted lines here, this is our existing service. That that's not changing," Jay Iguza told the board during Q&A. Residents and board members recommended clearer before/after maps, adding stops at village entrances and considering Kapolei Transit Center location for safety and transfer convenience.
