Brian Kimura of the Hawaii Department of Transportation said the curbing is intended to "make it more difficult for someone to try to make lefts out or into" Portlock Road and acknowledged the measure may only reduce, not eliminate, illegal turns. The board debated bicycle impacts, spacing and enforcement; several members favored trying the lower-cost curbing first and adding delineators later if the trial proves insufficient. Herb Schreiner moved the measure and Greg Knutson seconded; a roll-call vote was taken and the motion carried. The board asked DOT to notify the community when installation is scheduled and to consider community input on monitoring effectiveness.
