State rules and local choices shape where Westerville places bus stops

During the podcast, Randy Snyder, transportation coordinator for Westerville City Schools, explained how the district balances state transportation rules and neighborhood conditions when siting bus stops.
"State law requires transportation to be provided to any student who lives greater than 2 miles from their school of attendance," Snyder said, adding that state rules allow bus stops to be as much as "0.5 a mile from the student's home." He said the district considers road speed limits, presence of sidewalks, and other neighborhood safety features when placing stops.
Snyder noted Westerville goes beyond state minimums: Ohio requires service for kindergarten through eighth grade, but "Westerville offers transportation to grades K through 12," he said, which means the district provides bus service to high-school students who would not be covered under the state baseline. Families retain choices in non-transportation boundary areas, he added, where the district does not offer yellow-bus service.
