Randy Snyder, transportation coordinator for Westerville City Schools, said the district begins preliminary route planning in late April and early May and uses GIS mapping to create stop-boundary polygons that guide which students a stop will serve.
"We start our preliminary routing work in late April, early May of the school year prior," Snyder said. He described a multi-step process that identifies schools for each run, tallies assigned students and looks at historical ridership averages to adjust stops and times. Snyder said the full routing work typically takes six to eight weeks from the end of one school year to prepare routes for community engagement and driver selection.
The district balances timing and student counts to ensure on-time arrivals and to sequence afternoon deliveries so vehicles can serve multiple schools. Snyder said routes are re-evaluated during the school year when ridership grows or changes: "We needed to provide some relief to another route," he said, explaining why some pickup times were shifted mid-year for students at a particular school.
Why that matters: small timing shifts can ripple across the system. When a high-school run is delayed by 10 minutes, middle- and elementary-school schedules can compound that delay downstream, prompting the district to reassign stops or add relief where needed.
